Consequently, Carl underwent a psychiatrist evaluation whereby he talked of his strange dream. However, Hewitt, Stewart, and Cosgriff (2002) reported that Carl responded that the strange dreams and fantasies he experienced were not disturbing him and he derived satisfaction once he had these dreams and fantasies (as cited in Bell, n.d.). At school, Carl had difficulties in learning, although he excelled in baseball, due to an incident of meningitis he suffered at the age of 8 years old. Indeed, at the age of 16 years, Carl was at third grade level of reading. However, his mother guided him and tutored him whereby heà graduated from high school at the age ofà 19 years. Although Carl recorded poor grades in school, he excelled in sports, which was a way of releasing his aggressive behavior. Eventually, Lane College, in Jacksonville, awarded him a football scholarship although he left school after several months in school once he suffered minor leg injuries (Bell, n.d.). As earlier explained, Carlââ¬â¢s first encounter with the law was at the age of 15 years when he assaulted a 26 year old named Joan Gave. Consequently, Carl underwent trial and his subsequent sentencing was to a mental facility in Detroit called Lafayette Clinic where he underwent a psychiatrist examination. During the examination, the results indicated that Carl suffered from a mild form of mental retardation with an IQ of 75 (Walter & White, 2008). However, a police officer, who interviewed Carl after arrest, indicated that Carl had an ââ¬Å"excellent memoryâ⬠and appeared to be ââ¬Å"very intelligentâ⬠(Leung, 2004). Different Views on Ethical Perspectives Essay We, as human beings are more often aware of our actions. Before we make decisions critical analysis comes with a great consideration. We are able to analyze these things because are considered as rational beings and we have the ability to think to the highest level we can. We opt to consider whether these things are good or not, if itââ¬â¢s right or wrong and if itââ¬â¢s really needed or not; this we often consider as ethics. Ethics is an issue of morality. There are things that we do that others consider wrong, but others may consider righteous. According to the society we should act as what it considers right; norms are one of the foundations of ethics and we should act accordingly. Norms can be a basis of what is morally right or wrong. There are four perspectives to be discussed in this paper, each of them having their own characteristics and each of them having their strong points and their weaknesses. The perspectives are universally known as the character or virtue, deontology or the perspective of obligation, the theory of utilitarianism and the equity or principle of relativism. The theory of utilitarianism points out two things; one thing is better than the other if we could gain more pleasure from it, and the other thing is not that good, or better yet to say evil, if we could only gain pain from it. This theory also states that we do things voluntarily, that one is considered as the pilot of his own decisions and that such consequences could have not taken place if only he did or did not do such actions. The amount or quantity of pleasure or pain takes into a great consideration in the concept of utilitarianism. Utilitarianism is better understood as having the maximization quantity of benefit and less quantity of bad or the pain it can cause. A person would have two distinct choices, the first one is that if he does the action he would gain more pleasure or shall I say he can maximize the benefits of the action; the other is that if he does the action he would have to gain more risks and consequences. The first choice would be most favored because we, as human beings would not want to suffer from the choices we make, we do not want to be suffering from the consequences of our actions so what we do is do the thing that would give us the most favorable and maximum quantity of pleasure (Moore, 1912). Virtue is an ethical perspective that tackles about the actions that we make and the ideals we have in life that we should strive for and that these ideals help us in developing our highest potentials as human beings. This focuses on the traits or character that one has, the dispositions in life and the attitudes whether be it bad or good. Virtues are acquired through doing it everyday, they become a personââ¬â¢s characteristic when they are practiced for the longer time. There are a lot of characteristics and virtues a person can have; truthfulness, patience, honesty, and courteous are some of these. Virtue would help us in pursuing the ideals that we have in life (C. A. Manuel Velasquez, Thomas Shanks, S. J. , and Michael J. Meyer 1996). The theory of ethical relativism states that morality is based on the culture of a society. It singles out that one can either be wrong or right, bad or evil depending on the society the person belongs to; the society is the one concerned in creating its own culture. This theory is basically called relativism because being good or bad is relative of the kind of society a person belongs to; the society dictates whatever thing is perceived as good or bad. Every single society shares a common culture, this culture defines good and bad and the people should act with accordance to the standards of the society they belong. This theory is often argued because of the fact that every single society has its own culture and therefore has its own perception of bad or good. However, this theory is useful in exploring the reasons behind the differentiation of culture among societies (C. A. Manuel Velasquez, Thomas Shanks, S. J. , and Michael J. Meyer, 1992). Obligation perspective holds the golden rule ââ¬Å"do not do unto others what you donââ¬â¢t want others do unto youâ⬠. It simply states that we should do what is only right and not what is wrong. It holds the principle of doing what is good because of the obligation. Say for example, a person should tell the truth because that person is bound to have an obligation to tell the truth because he doesnââ¬â¢t want other people not to trust him and because he upholds the value of truthfulness. This perspective is sometimes being pertained to utilitarianism, but it is totally different. While obligation is obligatory, utilitarianism is a voluntary act. After taking the ethical awareness test, I have known that what ethic perspective dominates in me is the obligation or the deontology. My perspective is based on my obligation or duty to do what is morally right. With this, I am to consider a thing as ethical if I choose how I act and what rules I am willing to oblige. It is also stated in my ethical perspective that the people should not be treated as a means to justify an end, simply stating ââ¬Å"the end does not justify the meansâ⬠. I also believe that every single individual should be given the respect that any man should have and therefore I wonââ¬â¢t be able to comply with the policies and social traditions aimed at the best interest of the society as a whole. However, my approach to ethics requires legal and humane limits, I simply believe that people should be allowed to make their own choices and I advocate policies that have the intention to ensure equal opportunities for all as well as equal respect. My ethical perspective upholds the principle of doing things in accordance with the standards of right and wrong. However, though my ethical perspective aims to do what is morally right I am faced with numbers of dilemmas with regards to work. These problems would somehow cause me frustrations and may lead to a more devastated life in the future for it is not only concerned in the present but it also pertains to the future. One of the problems I am going to face with this perspective is that the people I work with might argue that some people within a society are not able to act in their own best interests. I may find this a fallacy because it was once used in the denying of the equitable treatment to women and the minorities. This somehow would result to frustration. The second problem I am to face with this perspective is that what I perceived to be morally right may not benefit most of the people. It doesnââ¬â¢t necessarily mean that if I have perceived a thing to be morally right it would maximize the good or pleasure. This would cause me another frustration because if I had made a decision which I perceived to be right and it didnââ¬â¢t work to be beneficial I may have doubts when I make a decision again. It might cause greater problems in the future. Another dilemma I am to face with this perspective is that defending this may end up in economic hardship; in worst cases I can be terminated. Say for example, in a working place several employees should be terminated because the company is having low production because these people are handicapped or they are simply not productive, the best action would be to terminate them but I, as a moralist would say that they should not be terminated because they have children. In the long run, if these people would be in the company and the company has still a low productivity the company would have losses and it may lead to closure because of the losses. Having things perceived as morally right may not be totally right; some may be beneficial but some can create more problems. We as human beings should act accordingly to whatever it is that we perceive because these choices are free of charge, because God created us with the opportunity of having what we call free will and should be practiced. We should not depend on what others may in making our decisions but we should also be ready for the consequences that accompany our decisions. Whatever action we do we should think of it twice, we should think that there are always two sides of a story. We should not be bounded by obligations because this might cause us greater frustrations in the future and this may lead to a very low self-esteem. We donââ¬â¢t want these to happen thatââ¬â¢s why we should think critically and make decisions wisely because we are the pilot of our own lives.

Factors Affecting Animal Growth Modern cattle are descendants of Bos indicus and Bos Taurus (Gillespie, 1992). According to Lawrie (1991) these breeds are believed to be descended from Bos primigenius, the wild cattle. The last representative of the wild species died in Poland in 1627 (Zeuner, 1963). Lawrie (1991) reported that domestication of cattle followed the establishment of settled agriculture about 5000 B.C. and domestication of hump-back cattle (Bos indicus) existed in Mesopotamia by 4500 B.C. Garner (1944) stated that the immediate predecessor of majority of the breeds of British cattle was Bos longifrons, which was of relatively small frame rather than Bos primigenius which is massive in size. The development of many present British breeds was due to the early improvements initiated by Bakewell in the middle of the eighteenth century, who introduced in-breeding, the use of proven sires, selection and culling (Lawrie, 1991). Since 1790, the focus on cattle improvement is towards smaller, younger and leaner animals; and there has been growing realization that breed potentialities will not be fully manifested without adequate food given at the right time in the growth pattern of the animal (Hammond, 1932a). Lawrie (1991) suggested that a beef animal should be well covered with flesh, blocky and compact-thus reducing the proportion of bone whereas in a dairy animal the frame should be angular with relatively little flesh cover, the body should be cylindrical thus accommodating the large digestive tract necessary for efficient conversion of food into milk and mammary tissue should be markedly developed. Aberdeen Angus has been regarded as the premier breed for good-quality meat (Gerrard, 1951). Lawrie (1991) reported that one of the reasons for the good eating quality of the Aberdeen Angus is its tenderness which is due to the small size of the muscle bundles, smaller animals having smaller bundles. Good-quality meat can also be attained by feeding concentrates such as barley to beef cattle (Preston et al., 1963). Efforts have been made to cross various breeds of Bos indicus (Zebu cattle) with British breeds, to combine the heat resisting properties of the former with the meat-producing characteristics of the latter (Lawrie, 1991). Unfortunately, unusual breeds of cattle are found within a normal breed: dwarf Snorter cattle occur within various breeds in U.S.A., and pronounced muscular hypertrophy, which is often more noticeable in the hind quarters and explains the name doppelender given to the condition, arises in several breeds e.g. Charollais and South Devon (McKellar, 1960). Recessive genes are thought to be responsible in both cases (Lawrie, 1991). FACTORS AFFECTING THE GROWTH AND DEVELOPMENT OF CATTLE Lawrie (1991) reported that as an animal grows two things happen: first, it increases in weight until mature size is reached; this is called growth and secondly it changes in its body conformation, shapes and its various functions and faculties come into full being; this is referred to as development. Genetic factors According to Lawrie (1991) several economically important traits in meat animals are heritable to some degree and can thus be selected for by breeding. In cattle, certain growth features are controlled by recessive genes which have not so far been controlled, complicating breeding. One such trait is dwarfism; another is the doppelender or double muscling condition, which causes muscle hypertrophy and thereby increases the animals commercial value (Lawrie and Ledward, 2006). Genetic analysis continues to reveal the genetic mechanisms that control numerous aspects of the endocrine system and, through it, meat growth and quality as concluded by Lawrie and Ledward (2006). Genetic engineering techniques can shorten breeding programmes significantly because they allow for the identification and isolation of genes coding for desired traits, and for the reincorporation of these genes into the animal genome as reported by Lawrie and Ledward. Experimental reproductive cloning of commercially important meat animals such as sheep, pig or cattle has been successful. The multiple asexual reproductions of animals bearing desirable traits can thus be anticipated, although this is not yet practical on a commercial scale. Environmental Factors Heat regulation in livestock especially cattle is of great economic significance, because mammals attempt to maintain a constant optimal body temperature (Lawrie and Ledward, 2006). Low temperatures tend to prolong animal development and high temperatures tend to retard it. Depending on their size, body shape and insulation through tissue and fur, some animals have a relatively narrow zone of temperature tolerance and others (e.g. cattle) a broad one. Static magnetic fields, for reasons still unknown, also retard animal development. Nutritional Factors Acker and Cunningham (1991) reported that the quality and quantity of usable meat depends on the animals plane of nutrition, i.e., whether it is over or underfed. The composition of the diet, especially the amount of protein provided, is also an important factor regulating animal growth and development (Wardlaw, 2000). Cattle digest cellulose which is better adapted to poor-quality diets, but their ruminal microorganisms degrade high-quality protein if supplied in excess, because producing high-quality protein animal feed is expensive. Several techniques are employed or experimented with to ensure maximum utilization of protein. These include the treatment of feed with formalin to protect amino acids during their passage through the rumen, the recycling of manure by feeding it back to cattle mixed with feed concentrates, or the partial conversion of petroleum hydrocarbons to protein through microbial action (Gillespie, 1998). In plant feed, environmental factors influence the availability of crucial nutrients or micronutrients, a lack or excess of which can cause a great many ailments. In Australia, for instance, where the soil contains limited phosphate, cattle are being fed additional phosphate to increase the efficiency of beef production. Also in Australia, cattle and sheep in certain areas were often found losing their appetite and dying in the midst of rich pasture; this was at length found to be a result of cobalt deficiency in the soi (Acker and Cunningham, 1991). Gillespie (1998) stated that plant toxins are also a risk to grazing animals; for instance, fluoracetate, found in some African and Australian plants, kills by disrupting the cellular metabolism. Certain man-made pollutants such as methyl mercury and some pesticide residues present a particular hazard due to their tendency to bioaccumulate in meat, potentially poisoning consumers. SLAUGHTERING AND KILLING OF CATTLE Slaughtering Religious slaughtering The Welfare of Animals (Slaughter or Killing) Regulations 1995 (as amended) (WASK) require that all animals are stunned before slaughter, using the methods of stunning prescribed by the Regulations, subject to specific exemptions. One of these exemptions refers to slaughter without the infliction of unnecessary suffering by the Jewish method for the food of Jews; or by the Muslim method for the food of Muslims, provided the requirements for the licensing of slaughter men under the Regulations are met. Since a complete bleed is necessary, cattle are not stunned before bleeding (Donin, 1972). Religious issues surrounding slaughter without pre-stunning were explored in detail in the FAWC report on religious slaughter published in 1985 and have not been reiterated in this report. Council has taken account of relevant information generated since then in drawing its conclusions. Jewish method The Jewish method of slaughtering animals for food (Shechita) requires that they be healthy at the time of slaughter and must not have suffered any physical injury. For this reason, pre-slaughter stunning methods that are judged to cause physical injuries prior to cutting the throat have been considered unacceptable for this slaughter method. Cattle are restrained in an upright position in a specialized pen with the head held fast and the neck exposed in a suitable position for incision of the throat. A transverse cut is made using a reciprocal, uninterrupted motion of the knife. The intention is to produce an immediate outpouring of blood by severing both jugular veins and both carotid arteries. The knife used for cattle has a long, extremely sharp and undamaged blade. After the cut has been made the animal must remain restrained until it is bled out before being released, shackled and hoisted. With Rabbinical approval some premises have adopted a post-cut stun for cattle. The Islamic method The Muslim method of slaughter (Halal) is, in many respects, similar to Shechita. However, pre-slaughter stunning methods for cattle and sheep that have been demonstrated not to kill the animal, such that the heart is still beating, have been deemed acceptable and have routinely been adopted in many Halal slaughterhouses. The level of restraint required to expose the throat, perform an effective cut and hold the animal still until it has bled out is greater than is needed for conventional slaughter. The restraining pens used for this purpose require Ministerial approval. This is designed to protect bovine animals from any avoidable pain, suffering, agitation, injuries or contusions in the pen and in particular to ensure effective means of restraint and support (WASK). The design and operation of restraining pens are assessed by the SVS before Ministerial approval is given. Humane slaughtering Cattle are slaughtered by being first stunned and then exsanguinated (bled out). Death results from the one or the other procedure, depending on the methods employed. Stunning can be effected through asphyxiating the animals with carbon dioxide, shooting them with a gun or a captive bolt pistol, or shocking them with electric current as reported by Lawrie and Ledward (2006). According to Lawrie (1991) draining as much blood as possible from the carcass is necessary because blood causes the meat to have an unappealing appearance and is a very good breeding ground for microorganisms. The exsanguination is accomplished by severing the carotid artery and the jugular vein in cattle and sheep, and the anterior vena cava in pigs. Bleeding According to Beinempaka et al., (1990) the neck of the animal is cut and it is allowed to bleed by hoisting it up. They also reported that adequate bleeding is essential to reduce meat spoilage since blood is a good source of moisture and nutrition for most of the contaminating organisms. This indicates that the amount of blood retained in the beef determines the degree of spoilage of the beef. Panda, (1986) reported that the amount of blood drained out from different types of birds vary depending on the stunning technique and physiological condition of the cattle. Deskinning and dressing This process of deskinning is done manually or mechanical and manual at the same time. The mechanical and manual ones are normally done at the abattoirs. This involves using a sharp knife to deskin the animal while the machine pulls the skin off the animal. Dressing involves the opening of the carcass to remove the internal organs (Beinempaka et al., 1990). Care must be taken in removing the intestines, as an unintentional incision may result in the distribution of fecal bacteria onto carcass possibly contaminating the beef (Borch and Arinder, 2002). Washing Following the deskinning and dressing stage is the washing stage. It involves using a stream of water which removes dirt and the amount of blood retained in the carcass. This helps in reducing microbial load present on the carcass. Chilling This is done immediately after the preparation of the carcass and must last for as short a time as possible to avoid bacterial proliferation (Gracey, 1986). Nester et al., (2001) stated that chilling inhibits the growth of micro-organisms such as Escherichia coli and Salmonella spp at temperature below 3-50C. Chilling in a common bath may result in cross-contamination from Escherichia and Salmonella carriers to free carcasses (Cross et al., 1988). NUTRITIVE VALUE OF BEEF The use of lean and clean beef is advisable to include in diet, it could be as an ingredient in stews or traditional recipes. Beef is a popular meat rich in protein, being a red meat had always made it a bad food when it comes to studies and researches (Owen et al., 2005). Wardlaw, (2000) stated that, a lean beef adds to health benefits related to heart and prevention of cancer. As a matter of fact, no one can deny that beef is an important source of protein. Beef is found to be very rich in Iron, Zinc, Selenium, Phosphorus, Potassium and Magnesium. Sodium and Copper are found in good quantities. However, minute quantities of Calcium and Manganese are also present. According to Acker and Cunningham (1991), beef is one of the best sources for Vitamin B12, Vitamin B6 Niacin and Riboflavin. However, it is also rich in Thiamin and Pantothenic Acid. Small amounts of Vitamin E, Vitamin K and Foliate are present. According to Owen et al., (2005) the calorie count of Beef per 100 gm is 155.0; it is meat which is higher in protein and moderate in fat. Beef is good for bones and teeth. It enhances immunity against infections of ear etc., and prevents blood vessel walls from damaging. Moderate consumption of lean beef is altogether good for cardiovascular health and to prevent cancer risks. The amount of fat in beef carcasses has decreased compared to what it was during the middle of the twentieth century; beef contains about 6 percent less fat (Gillespie, 1998). FRESHNESS OF DRESSED BEEF Beef is a perishable product and may cause public health concerns. Fresh beef is most likely to spoil before it will cause food-borne diseases (Gill, 1998). For preserved meat the opposite may be the case, where micro-organisms have been eliminated. There is the tendency to use milder preservation methods either because of energy saving, because of consumers preference for mildly cured or cooked products, or their desire for having more fresh beef products or because of an aversion to the use of preservatives (Panda, 1995). According to Lawrie and Ledward (2006) in order to satisfy these demands, it will be necessary for meat industry to improve microbial monitoring of production including hygiene and to formulate processes which will give minimal variation in their results. Although intensive work is being carried out by meat industries to find substitutes for known processes with equivalent inactivation or inhibition of microbial froth, no overall acceptable alternative seems to be readily available (Gracey, 1986). QUALITY OF BEEF The quality grades are based on the degree of marbling (intramuscular fat) in the beef, and the maturity of the animal at slaughter (USDA, 2007). A quality grade is a composite evaluation of factors that affect palatability of meat; tenderness, juiciness, and flavor. These factors include carcass maturity, firmness, texture, and color of lean, and the amount and distribution of marbling within the lean. Beef carcass quality grading is based on degree of marbling and degree of maturity (Hale et al., 2007). Texture Meat from less tender cuts or older cattle can be mechanically tenderized by forcing small, sharp blades through the cuts to disrupt the proteins (Denver, 2003). Also, solutions of exogenous proteolytic enzymes such as papain, bromelin or ficin can be injected to augment the endogenous enzymes (USDA, 2007). Similarly, solutions of salt and sodium phosphates can be injected to soften and swell the myofibrillar proteins. This improves juiciness and tenderness. Flavour Evaporation concentrates the remaining proteins and increases flavor intensity; the molds can contribute a nut-like flavor. The majority of the tenderizing effect occurs in the first 10 days, although two to three days allow significant effects. Boxed beef, stored and distributed in vacuum packaging, is, in effect, wet aged during distribution. Premium steakhouses dry age for 21 to 28 days or wet age up to 45 days for maximum effect on flavor and tenderness.. Salt can improve the flavor, but phosphate can contribute a soapy flavor. SOURCES OF CONTAMINATION OF BEEF Lawrie (1991) suggested that contamination of beef is a continuing possibility from the moment of bleeding until consumption. Contamination of beef from the moment of bleeding until consumption is from microbial to physical contamination. The microbiological contamination of carcasses occurs mainly during processing and manipulation, such as skinning, evisceration, storage and distribution at slaughterhouses and retail establishments (Gill, 1998; Abdalla et al., 2009). Fecal matter was a major source of contamination and could reached carcasses through direct deposition, as well as by indirect contact through contaminated and clean carcasses, equipment, workers, installations and air (Borch and Arinder, 2002). Cattle slaughter operations, such as bleeding, dressing and evisceration, expose sterile muscle to microbiological contaminants that were present on the skin, the digestive tract and in the environment (Gill and Jones, 1999; Bacon et al.,2000). Moreover, dirty workers hands, clothes and equipments of the slaughterhouse and at the market by retailers act as intermediate sources of contamination of meat (Gill, 1998; Gilmour et al., 2004; AbdelSadig, 2006; Abdalla et al., 2009). Also, handling and storage of beef contribute effectively to meat contamination (Beinempaka et al., 1990). The storage place should be clean and preferably cold (400F). Any temperature above will contribute to microbial growth which act on the meat and cause spoilage whereas the beef must be handled with proper care. METHODS OF MINIMIZING CONTAMINATION OF BEEF Rangaswani (1983) reported that meat quality could be enhanced and prolonged when the causes of microbial contamination are drastically reduced or removed altogether. He stated further that quality and wholesomeness of meat depend on many factors of which the following are part: Source of Beef Meat from abattoir slaughtered animals and well established farms generally have less bacteria counts than meat from backyard slaughtered animals because at the abattoir or farm, all the necessary safety and hygiene consideration are undertaken. The level of infection is thus minimized unlike backyard slaughtered animals where animals are killed and dressed on the floor with no better hygiene condition (Zeigler, 1966). Health of Animals Beef from healthy animals keep longer than beef from diseased cattle. This is so because beef from healthy animals are more likely to be free from any microbes unlike diseased cattle. Zeigler (1966) reported that veterinary inspection should be the priority when animals are being slaughtered since it will be proven whether animals are free from any diseases. Method of Slaughter Meat from bruised animals, improperly bled animals, meat contaminated with faeces during evisceration and meat soiled with dirt from skin tends to spoil early. The normal micro flora from the skin of carcasses includes Salmonella spp., Staphylococcus aureus, and Escherichia coli and organisms of fecal origin (Cross and Overby, 1988). The source of these organisms is not clearly understood but in addition to contamination from the skin and intestines, equipments and tools during slaughter and selling of beef may be responsible for some contamination. To avoid further contamination, potable water should be used for rinsing carcasses and surfaces coming into contact with meat and offal. PRESERVATION OF BEEF According to Panda (1995) preservation or meat can be done by adopting several techniques among which are refrigeration, dehydration, curing, smoking, canning, irradiation, microwave heating and use of chemical additives including antibiotics. Refrigeration Refrigeration includes cold storage and frozen storage. In cold storage a temperature between 00C to 70C is employed and in frozen storage at between 150C to 170C (Panda, 1995). Controlled temperature assists in preventing quality loss and maintaining shelf life of the product. Proper air circulation in addition to maintenance of air temperature prevents mould growth and controlled air composition provides fresh air and avoids development of extraneous odour out of undesirable gases. Moisture control assists in preventing excessive dehydration of the product stored (Panda, 1986). Smoking Smoking helps in preserving beef by acting as an antioxidant, bactericidal agent and providing a protective covering on the surface. Smoking also imparts specific flavour to meat. Various types of wood used for generating smoke also impart different flavour to the finished product. However, the best type of wood which could be exploited for producing quality smoked beef is hard wood. Smoke also influences the colour of the smoked beef. Curing This is a process of preserving meat. It is done to preserve and maintain red colour of the meat and also to add flavour. This ingredients used include common salt, sodium nitrate or nitrite, sugar and spices (Beinempaka et al., 1990). Therefore selection of curing formulation is extremely important while using it, as long as large amounts of salt or spice will mask the flavour of meat. The functions of these curing agents are different. Salts assists in preservation of meat while influencing the flavour and texture. Sugar adds to the flavour while checking the drying and toughening effect and nitrate provide the desired pink colour to it (Panda, 1995). Chemical Additives Gill (1998) stated that fresh beef in intact carcass is not severely contaminated except for its surfaces and skinning. However, as it is minced for utilization in further processed products, the solution changes. As the beef gets exposed, added bacterial contamination from hands of operators and machineries used occurs (Borch and Arinder, 2002). According to Panda (1995) the use of additives in beef extends the life of the beef and has a little effect on the colour, flavour and texture. PACKAGING AND STORAGE If the beef is to be used for processing, then it is taken straight to the meat cutting and industries to be processed. If they are to be stored for use at a later stage, these are properly packed in suitable polythene bags and kept inside a deep freeze maintained at 15-180C. Panda (1995) reported that the packaging material used for packaging the beef should be colourless, transparent and of adequate strength to safeguard the dressed beef packed during handling and transportation. Also, the packaging material should not transfer any harmful substances to the packed material. The major objectives in using the packaging material is that it should provide optimum protection to the product packed inside it and to maintain wholesomeness for its anticipated shelf life, while preventing physical, microbial and insect damage with appropriate properties and capacity to preserve its nutritive value in an acceptable way and other quality factors, important in the marketing channel (Panda, 1995). Various types of primary and secondary containers as well as flexible material are being used for packing beef products. Primary container is one which is in direct contact with the food item. The secondary container is the outer box or wrap that holds the primary units of food such as jars, cans, tins flexible packages which have no direct contact with the food item. Some of the various types of packaging material used for beef packaging include tins, cans, glass, plastic films and laminates.

Impact of Trilingualism in Kazakhstan Identify any ONE education reform policy/measure recently adopted by a Ministry of Education that you are familiar with, critically examine how different stakeholders have tried to shape this education policy and how the change has been introduced. Analyse and evaluate the selected education reform policy/measure in light of the literature you have read. Introduction In Kazakhstan, as in many other countries, education is highly influenced and controlled by the state education policy-makers. Tensions and difficulties arise within various stakeholders due to new policies and reforms adopted by Ministry of Education. This paper aims to analyse potential issues related to one of the new adopted reforms, namely trilingual education in schools. In this essay I will discuss how this reform was introduced by government. Intentions and strategic plans expressed through education system will be also analysed. Then perspectives of various stakeholders regarding trilingualism are discussed, drawing on data from different case studies and interviews. This topic might be important because of its novelty and scope in nowadays realities, where governments around the world try to apply different reforms to correspond with global trends. I would like to focus on this topic in order to examine potential outcomes and consequences for the future education of Kazakhs tan. I will also compare and take into account my own experience since I studied and worked in a multilingual school. Introduction of the Trilingualism in Kazakhstan What is the ideal model of education system? There is no simple answer to this question in the international professional community. In 2016, Kazakhstan celebrates the 25th anniversary of independence. Kazakhstan is actively integrating into the global community; where a fierce competition of economy, technology, education systems and etc. take place. Consequently education reforms should be done according to global mainstream. Nowadays, two trends are becoming more popular among the global education systems: (Smith Sandvik (2012)) The rapid development of information and communication technology education (e-learning, smart training, etc.) Improving the educational level of the population, primarily due to the expansion of access to education. Moreover, the education reforms carried out by developed countries can be divided into four main blocks: Education system management Lifelong learning The content of education and ensuring its quality The development of vocational education system Analysis of Kazakhstans educational policies in the framework of the State program of development (2010) shows five changes in the education system: Expansion of pre-school provision Implementing trilingual education in schools. E-Learning Developing pedagogy through the Centres of Excellence programme Extension of secondary education to 12 years of schooling According to this reform, from the 2019 year science lessons will be taught in the English language. In this section, I will discuss how this debatable and controversial reform was introduced by the government. Ongoing reforms in the education sector of the Republic Kazakhstan provide a number of initiatives, including the introduction of the trilingual education system at all levels of education, which aims to shape the future generation, fluent in Kazakh, Russian and English languages. While this reform might seem positive and meaningful, indeed due to several reasons as a time to implement the change and teacher training thus makes schools and management team struggle in the successful implementation of this reform. The objectives of language policy of the modern Kazakhstan reflects in the address of President of Republic of Kazakhstan, N. Nazarbayev, Kazakhstan in the new world (2007), in which the framework of competitiveness of country and its citizens, proposed phased implementation of the cultural project called The unity of three languages, aimed to the development of three Languages: Kazakh as the state language, Russian as the language of international communication and English as the language of successful integration into the global economy. And worth to note that, the University of Cambridge became a strategic partner of Kazakhstan in this education reform process. (10) Wilson, Reform at Scale: Teacher Development in Kazakhstan (2013). There has been created Kazakhstan Programme by the cooperation of Kazakh and English educators. The university of Cambridge, the faculty of education website states: The University of Cambridge Faculty of Education supports an ambitious and far-reaching programme of educational reform in Kazakhstan through training, research and consultancy all designed to build local capacity. [15] In accordance with the State program of development Education of Kazakhstan for 2011-2020 (2010), the English language should be studied not only as a foreign language but also be used as the language of instruction at all levels of education. Starting from September of 2016 elementary schools must implement some changes. For instance, first-grade students will be taught English in a very accessible and entertaining way. Major innovations await children and their parents from 1 September 2019 in all schools, regardless of the language of education, history of Kazakhstan will be taught in the Kazakh language, and world history in Russian. In the 2019-2020 academic years, the 10-11-graders will be conduct four subjects in English chemistry, physics, biology and Computer Sciences. Learning the terminology in English on subjects like Computer Sciences and Natural Science for students of 5 and 6 grades will begin in 2017-18 and 2018-19 academic years respectively. Due to large-scale implementation of trilingual education, there is an urgent need for teachers who can teach their subject in the English language. This problem requires special attention since the English language is not widely used in everyday communication, unli ke Kazakh and Russian languages. And this is in line with Ball (1997) who states, policymakers expect that teachers are familiar and be able to successfully implement changes; also individual policy-makers do not normally take into account complexity of the environment where changes intended for. The Ministry of Education and Science of the Republic of Kazakhstan (MoES) is currently developing the Roadmap development and implementation of trilingual education. According to State Programme of Education Development for 2011-2020 and Roadmap (2010), its expected that the percentage of the population speaking state language, by 2020 will reach 95%, in the Russian language will be speaking 90% of the population, and 20% of people will speak English. In fact, the policy of trilingualism will create the conditions for the children to study Russian and English language rather than the Kazakh language. However according to Minister of Education and Science of Kazakhstan, Erlan Sagadiyev: Why do we need to develop trilingualism? Today there is no doubt that the future of knowledge, science, information, and the competitive ability of any nation, will depend on the knowledge of the English language. This must start from school. And gradually increase the amount of English language in order to start school subject teaching at the senior school. However we need to understand the most important meaning of the implementation of trilingual education in Kazakhstan is the total knowledge of the Kazakh language by our population. The priority of the learning the Kazakh language was, is and remains. [11] It is expected that current reforms probably will slow down usage and development of state language. A shift in language knowledge and usage of it in the workplace and private lives of citizens has taken place over the past decades. Due to historical events, the North Kazakhstan is dominantly Russian-speaking, while South part of the country mainly Kazakh speaking. According to the 2009 census, the urban citizens tend to be linguistically speaking Russian-dominant. The Russian language remains the most widely spoken, with 94.4 % population indicating that they understood spoken Russian and 84.8 % indicating that they can read and write the language. In comparison, 74% reported that they understood spoken Kazakh and 62% reported that they could read and write Kazakh. This is huge numbers for the country where 65.5 % of the population are Kazakhs and 21.5 % are Russians (2014 census) [14]. All these lead to the logical conclusion that the government must take a mission to improve the q uality of Kazakh language. Kazakh-medium education needs to be improved and Kazakh people will have to use Kazakh more often in their work and private lives. In order to pilot the trilingual education in the sector of secondary education in 2007 Daryn network of educational institutions for gifted children was created. According to Ministry of education, currently trilingualism is being successfully implemented in 117 secondary schools, in 33 Daryn specialised schools, 30 Kazakh-Turkish lyceums, 20 Nazarbayev Intellectual schools (NIS). Its worth to specifically note that, the Kazakh-Turkish lyceums (Grades 7 to 11), are actively implementing trilingual education. Subjects like Maths, Physics, Biology, Chemistry and Computer Science are to be taught through English. Kazakhstan History, Kazakhstan Geography, Physical Education and Military preparations are to be taught through Kazakh. Turkish and Russian are to be taught in language arts classes. These schools are one of the most prestigious and successful in the country. I have graduated from one of Kazakh-Turkish lyceums. Moreover after graduated from university I have experience working there for 2 years as a teacher. The main reason for their success is quality teachers, teaching material and excellent management and leadership skills of school administration. Additionally, apart from English language Turkish is also taught there. The presence of native Turkish teachers also plays a big role in the quality learning of the Turkish language. The next reason is that those lyceums are situated in cities; therefore they have sufficient funding from government and different private sponsors for implementing various projects. Then there is an entry examination to get enrolled in lyceum. There are only 30 lyceums in Kazakhstan, so this makes 1 or 2 lyceums in each city. There are only 2 new classes accepted each year; this means 50 new students per school get a chance to study there. Still, there is a strong competition among students, and mainly excellent and good students get accepted. The policy makers perspective The general task of the Ministry of Education and Science (MoES) is controlling the education system by making policy and legislative decisions in order to improve. The MoES website states that: The mission of the Ministry of Education and Science of the Republic of Kazakhstan: Development of intellectual potential of the nation, the formation and implementation of state policy in the sphere of education and science, ensuring competitiveness and sustainable socio-economic growth. Although the primary focus of MoES is nations education, its undeniable that government is highly aware of the nation as a part of the economic structure of the country. It is clear that education must be looked at from this point of view since the purpose of education in large part is to protect the economy of the nation. Nevertheless, the economic way of treatment education paying more importance to money than the intellectual progress of the nation (Ball, 1997, Tikly and Barrett, 2011) However, there are some people who support changes. One of them professor B.Bekturganova The evidence is that the information in English-language on a global scale is greater than in German, Spanish, Chinese and any other language. To keep up with the latest innovations and developments students must be proficient in English. The educators perspective A bottom-up approach works best when new policies, reforms and changes are introduced. Jones, Potter Ebrahim (2001) also suggest that teachers should be given the opportunity to express their ideas and opinions; this will lead to the creation of shared approach for effective change. Another reason is that majority of teachers are willing to influence the design of quality systems in order to bring meaningful change to themselves and their students as shown in Jones, Potter Ebrahim (2001). Knowing and speaking three languages is wonderful skill, but this should not be done at the expense of other important subjects. For example, in rural areas, where the teachers are incredibly insufficient, who teach several subjects, trilingualism might turn to complete disaster. In my opinion, the first thing that happens after the start of the implementation of educational reforms teachers will leave schools, who taught all their lives in the same language. There is a doubt that universities will not have time to prepare a sufficient number of specialists who will be able to replace the old cadres within three years. Moreover, there is no guarantee that the young teachers will be willing to travel to distant villages and rural areas. Additionally, there is a lack of quality teachers even in cities. More teachers are leaving state schools in order to work for private schools, where the salary is considerably higher. The level of education will deteriorate, due to which the reform had begun. No doubt that trilingual education is a matter of time, and in the near future, it would be probably implemented. It seems current reforms do not fully calculated, and are made for the sake of short-term economic and political interests. If the Ministry of education, in fact, decided to modernise the education system, he would have understood that this would take time for preparation and implementation. Action should be done step by step. Firstly to prepare teachers, secondly the material base and then introducing a novelty in one sector, then in another, etc. However, in fact, government frantically trying to implement reforms altogether. Unfortunate teachers do not rest at all and taking language courses to be able to work at school. For example, Anatoly Mazura Physics, a teacher with 30 years of teaching experience says: Teaching Physics laws and rules in English Terminology is already complicated. Then, I guess Ill just have to leave a school. Not all children are able to learn in such way. There are, of course, children who can learn material fast, on the other hand, there are children who need more time, and if they all will be taught in English, unlikely that they will understand anything. There are a lot of teachers who are in the same situation as Anatoly Mazura. These teachers are thinking seriously about his future career. They need to make a choice: stay in school or to change the profession. Anatoly is not sure that he will be able to learn English in two years and to communicate with students properly, as required by the new educational reform. Innovations made by Ministry of Education scare not only teachers but also school head teachers. Irina Smirnova said that teacher staff is not able to perfectly speak, write, and also qualitatively explain the subject in English since most of the teachers are of old age. The school administration organised compulsory English classes for all teachers. Every teacher must study ten hours of theory and practice of English ten hours per week. Studying grammar and rules take most of their time. In the remaining time, teachers must practice speaking and writing skills. According to Irina Smirnova Majlis deputy, ex-principal of the school-lyceum à ¢Ã¢â¬Å¾- 48 Almaty, Kazakhstan Tough we have experience in trilingual education through Kazakh-Turkish schools and Nazarbayev intellectual schools. However, nowadays according to state program there are not any English classes for 4th-grade students in secondary schools and only one hour a week at 1,2,3rd grades. It is impossible to learn a language in this situation. If we want students to know three languages, not necessarily mathematics, physics, chemistry should be taught in the English language. It is better simply to teach the language more intense, and maybe one subject which will not affect cognitive abilities of students could be taught in English. The subject technology why not do in English? I think this is a hasty decision that could lead to serious problems. Although a positive viewpoint on the subject is that Ministry of Education officials know about the level of training of Kazakhstani teachers and therefore prepare to massively retrain teachers all over the country. According to Minister of Education Erlan Sagadiyev, there are 365,000 school teachers in Kazakhstan. In general 32 000 senior school teachers who know English needed for successful implementation of the reform. As the Ministry of Education reported, teacher training for the implementation of the program and trilingual education is already being implemented as following: Nazarbayev University will prepare 675 subject teachers (chemistry, physics, biology, computer science); Nazarbayev Intellectual School and JSC Orleu will prepare 69 teachers through the updated program KATEV will teach 18,250 children in summer language camps; 680 subject teachers (chemistry, physics, biology, computer science) 84 teachers from regional specialised school for gifted children; 800 science teachers. In accordance with State Programme of Education Development (2010) teachers who teach science and math in English, is expected to increase to 15% by 2020. (3) However, rural schools in distant regions of the country will face most problems. Because even physics or chemistry teachers not enough there. In some rural schools, teachers combine two roles of math and physics teachers. According to the Ministry, the solution to this problem is to provide internet access to such schools and retrain teachers by distance learning technologies. The Ministry plans in the next three or four years to provide 90% of Kazakhstani students access to broadband Internet (today it is 76%). Also, apparently this reform will cost huge money and resources for the government. The students perspective According to the information-analytical centre and the Public Opinion Research Institute, 1055 pupils of 9 and 11 grades (66% from school with the Kazakh language of instruction, 34% from the Russian language of instruction) participated in the survey. A survey showed that only 15% of students are fluent in English. The vast majority of students (68%) do not want to study computer science, physics, chemistry and biology in English. They believe that they will learn neither English language nor the subjects due to the low quality of education, many of them consider it would be useless for their future work. It is important to note that students of schools, colleges and universities of the country are already living in a trilingual environment, so for children learning English is not a problem. Fear of studying languages is projected by parents, thus hindering students development says officials from Ministry of Education. In my perspective, I think the choice of the student to study subjects in a foreign language must be voluntary and not compulsory. Parents should have a choice whether they let their children study or not in trilingual school. Subjects in the English language should be taught only in senior schools, and only as an optional. Because today level of English language of secondary school students is not enough to adequately understand the teaching material. School teachers, who will teach subjects in English, should have an appropriate certificate, for example, TKT, CELTA, CELTYL (Certificate in English Language Teaching to Young Learners), ICELT (In-service Certificate in English Language Teaching). This will mean that teachers completed needed course. Therefore head teachers and more importantly parents will know that subject teacher has qualifications and certification to teach in English. The Parents perspective Most parents in Kazakhstan still support the introduction of trilingual education in schools. For voted 66% of mothers and fathers, while 81% said they want their children to know especially English. The information-analytical centre in cooperation with the Public Opinion Research Institute studied parents opinion about the transition to a new model of education and the level of students training. 1000 parents (urban 53.5%, rural 46.5%) took part in the survey. Researchers found that half of the respondents fully satisfied with the quality of English education in Kazakhstani schools, rest satisfied partially, the negative attitude expressed by 6%. As already mentioned the implementation of trilingual teaching was supported by 66% of parents. A quarter of respondents were against MoES initiative and 9% of parents had problems to answer. Main reasons of their concerns are related to the lack of teachers personnel and weak educational methodological base. Conclusion Kazakhstan is steadily changing its educational system towards corresponding to global trends. Educational reforms of Kazakhstan undoubtedly implementing to improve knowledge of students to become competitive in modern world realities. However, there are potential problems which may occur when implementing the reform. The main issues: a lack of teachers who can teach through English, lack of high-quality language learning materials, insufficient level of knowledge of teachers and students in rural areas. There is a general agreement amongst parents that subjects should be taught in the English language, however, some educators believe this is not possible in the current circumstances. In general, there is a concern that after implementation of trilingual education reform, development of state language will probably decrease as students will devote more time for both Russian and English language. The government should pay more attention to the development of intellectual and academic potential of students rather than the political and economic way of treatment education as shown in (Ball (1997), Tikly and Barrett, (2011)). Particularly research of Jones, Potter Ebrahim (2001) has been useful in providing ideas that educators should be given the opportunity to express their ideas and opinions; this will lead to the creation of shared approach for effective change. A full-scale launch of the trilingual education can be successful if a sufficient number of teachers who could teach in English in rural areas would be trained. One solution could be hiring foreign subject teachers for a long term. This might considerably support the implementation of trilingual education; however, it will cost a lot for the government. Overall, a wide range of work must be done, which requires sufficient human resources, time, effort, and financial investments. In this essay, I focused on the introduction of trilingual education in Kazakhstan and potential consequences of this reform in different stakeholders perspectives. I confirm that this topic should be investigated in more details since it was not possible to cover all the nuances due to resource, time and word limit constraints. The future research appears to be needed in the field of leadership and management of trilingual education in Kazakhstan. References Baimanov, D. How Our Universe Was Created Creation Stories, myths that explain the origin of the universe, or cosmos. The origin of the cosmos forms one of the principal themes of mythology throughout the world. (Rev. Bruce Vawter). Cosmogony has attempted to explain everything from the Greek deities Uranus (sky god) and Gaea (earth goddess), to say the creation of humankind, after which the mythic cosmos comes to resemble the world of human experience. In mythic history, the earliest era of the world is usually the closest to perfection-a Golden Age or Garden of Eden. There are thirty-five religions that I have heard of and countless others that have not been documented. I have always wondered why we Latinos, African, Asians, Italians, Indians, and the rest of the cultures on this earth practice different religions and ideas. The answer is billions of years ago, in a galaxy far away, an intergalactic council was formed. The council members consisted of dozens of what we call Gods. Each was a ruler of a planet. And on each of these planets there were people who worshiped their Creator (God). The climate of each world was different from the other. Each planet could only sustain life for its people. The inhabitantââ¬â¢s needed a particular climate so that they could survive. Even there agriculture was dependant on the climate as well. One day the supreme deity who created each of the Gods, decided to allow each of the memberââ¬â¢s to unite itââ¬â¢s people with the other. They wondered how they would be this since all of the planets differed in climate and no one could survive on the others planet. So it was decided that they would all create what today is know as the Milky Way. With careful planning the RNA/DNA was joined to create a human that would be able to withstand various climates and be able to eventually procreate. Fifteen billion years ago, give or take five billion years, the entirety of our universe was compressed into the confines of an atomic nucleus. Known as a singularity, this is the moment before creation when space and time did not exist.
